The Air Combat Command, Acquisition Management and Integration Center, Counter Narco-terrorism and Global Threats division was assigned the mission of establishing and supporting counter narco-terrorism technology networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narco-terrorist activities and organizations.

We are seeking a Support Plans Coordinators and Activity Assessment Technical Expert to support this effort. This initiative will support the war fighter in the combating of narco-terrorism worldwide. The results and end products of this effort will be used to inform the senior leadership of United States Southern Command (USSOUTHCOM), both verbally and written, how the Counter Narcotics Counter Transnational Organized Crime (C-TOC), which includes Counter Narcotics, program is being executed, provide assessments of the program’s effectiveness, and identify changes and improvements for possible future implementation.

Responsibilities are but limited to:

  • Develops and ensures alignment of component and country team support plans with the USSOUTHCOM Campaign Plan (SCP and United States Southern Command (USSOUTHCOM) Commander’s (CDRs) guidance.
  • Assists the Partner Nation and USSOUTHCOM J352, CD/CN Branch, Subject Matter Expert (Government SME) with development and revision of the SCP.
  • Responsible for identifying and tracking Counter Threat Network (CTN) operational requirements, development of recommended OAIs, assisting in execution management, and support assessments.
  • Serves as the Lead Technical Expert with the J352, CD/CN Section for supporting all CN/CTOC strategic planning, execution and assessments and ensures framework is in full compliance with all DOD, Deputy Assistant Secretary of Defense for Counternarcotics and Stabilization Policy (DASD CN&SP), and other guiding directives and publications.
  • Attends and participates in various joint planning groups and working groups as directed by the Government SME lead and J35, Future Ops Division (J352 CD/CN Branch).
  • Assists operational leads with the development of and evaluation of detailed plans, goals, and objectives for long range implementation of CN strategy.
  • Analyze and evaluate the effectiveness of CD lines of efforts and recommend changes to programs and processes.
  • Enables Counter Narcotics (CN) and Counter Transnational Criminal Organizations (CTCO) efforts in support of the USSOUTHCOM Campaign Plan (SCP) and United States Southern Command (USSOUTHCOM) Commander’s (CDRs) guidance. Assists the SC CN/C-TCO Directorate Subject Matter Expert (Government SME) with development and revision of the SCP and CN/C-TCO policy, doctrine, and plans. The contractor shall be responsible for identifying and tracking of CN/C-TCO planning efforts, operations/integration and metrics requirements, and management of administrative support (TMT, Brief Books, Trip Report Management) for internal/external battle rhythm events and activities.

Required:

  • Clearance: Active Top Secret (TS) access with Sensitive Compartmented Information (TS/SCI) eligibility
  • Degree: Bachelor’s Degree
    • A bachelor’s degree may be substituted for an associate’s degree and eight (8) years of additional relevant experience or a bachelor’s degree may be substituted for ten (10) years of additional relevant experience.

Experience: Five (5) years’ experience in joint/combined operations, DOD operational planning experience, deliberate and crisis action planning experience, operational knowledge of aerial and maritime interdiction programs, risk mitigation experience, measures of performance and effectiveness design experience, and comprehensive knowledge of DOD/federal agency CN/C-TOC programs and operations.

  • Familiarity with Inter-Agency (IA) coordination and planning, bi-lateral cooperation agreements, USSOUTHCOM AOR experience and Spanish language proficiency.
  • Thorough knowledge of SECDEF/CJCS/JS to GCC/FCC interactions, directives, and adjudication processes as well as GCC, functional and service components' requirements to coordinate with Department of State (DOS) and other government agencies for whole of government solutions; and Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
  • Ability to travel CONUS and OCONUS as needed

Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
