The Air Combat Command, Acquisition Management and Integration Center, Counter Narco-terrorism and Global Threats division was assigned the mission of establishing and supporting counter narco-terrorism technology networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narco-terrorist activities and organizations.

We are seeking Acquisition Support and Financial Management Specialists. This initiative will support the war fighter in the combating of narco-terrorism worldwide. The results and end products of this effort will be used to inform the senior leadership of United States Southern Command (USSOUTHCOM), both verbally and written, how the Counter Narcotics/Counter Transnational Organized Crime (C-TOC), which includes Counter Narcotics, program is being executed, provide assessments of the program’s effectiveness, and identify changes and improvements for possible future implementation.

Responsibilities are but not limited to:

  • Provide the services necessary to support USSOUTHCOM SCJ8’s Counternarcotics, Planning, Programming & Resourcing Division (SCJ84) chartered mission to develop, acquire, evaluate, and initialize CN/C-TCO solutions for operational and tactical customers and execute funding and provide contract management to meet the CN/C-TCO acquisition requirements of the Combatant Command (COCOM). Provide support to USSOUTHCOM’s CN/C-TCO program to include development, acquisition, and deployment of counternarcotics requirements within the region.
  • Provide support with financial execution. Reviews, tracks, and analyzes status of funds, re-alignments, and drafts financial reports within system of record. Assists with audits, internal controls and prepares financial summaries.
  • Assist with development and execution of approved acquisition strategies for equipment and services to meet USSOUTHCOM’s CN/C-TCO operations. Assist USSOUTHCOM in developing acquisition strategies to meet all detection and monitoring requirements in equipment, infrastructure, training, and operational sustainment. Assist SCJ8 staff in managing Interagency, DoD, and commercially contracted solutions under numerous different acquisition methods in order to provide comprehensive solutions for executing the SOUTHCOM CN/C-TCO program. Provide recommendations on prioritization of requirements and selection/sourcing of acquisition strategies judged to optimally meet CN/C-TCO requirements within a fiscally constrained environment. Support Subtasks include but are not limited to:
  • Develop and shaping of contract Scopes of Work, Brand Name Justifications, Request for CN Support requests, Delivery Order Requirements, and similar documents to provide for procurement of material solutions and support services to guarantee long-term maintenance and sustainment of those CN/C-TCO capabilities.
  • Recommend to the government procurement processes within U.S. Interagency and military supply system to meet requirements when warranted for the CN/C-TCO requirements.
  • Evaluate and provide recommendation regarding acquisition strategies, with respect to projected long-term cost benefit ratio and efficacy in realizing J84 strategy envisioned to satisfy identified CN/C-TCO requirements.
  • Coordinate with other agencies, staffs, and Security Cooperation Offices (SCOs) to:
  • Keep all appraised of latest J84 acquisition initiatives and relevant contract vehicles.
  • Ensure successful implementation and sustainment of executed acquisition strategies to meet USSOUTHCOM’s detection and monitoring mission.
  • Recommend innovated solutions to meet highly dynamic, ever-changing acquisition support requests.
  • Evaluate bona-fide need to provide acquisition support, and shape tailor-made strategies to provide the material solutions.
  • Assist the Government in developing CN/C-TCO Fiscal Year Defense Program (FYDP) budgeting plans to include annual spending plans, congressional budget reporting documents such as FYDP CN/C-TCO Program Objective Memorandums, Appropriation Summary of Price/Program Growth, and Budget Estimate Submissions, etc.
  • In depth understanding of principles and objectives of planning, programming, and budget administration; application of related laws, regulations, policies, precedents, methods and techniques of planning, programming, budgeting and execution; planning, programming, and funds control for various types of funding appropriations (e.g. Operations and Maintenance (OMA), Investment (Procurement), Research and Development (R&D), Military Pay and Allowance (MILPAY) within the services for the Counter Narcotics (CN) central transfer account.
  • Expert ability to track requirements, plans, and budgets through financial (GFEBS) systems. Compare obligations and expenditures with budget estimates and measure the effect of deviations on the achievement of target goals. Develop systems, methods, and procedures for the financial management of directed programs and reimbursable work, to include a different appropriation of Department of Defense Counter Narcotics Central Transfer Account Funding.
  • Conduct daily, iterative tracking of progress against spends plans and re-evaluation, re-prioritization, and re-tooling of programmed acquisition within fiscal constraints.
  • Coordinate USG interagency actions with SCJ8 plans and programs to ensure programs are synchronized to prevent duplication of efforts.
  • Support the SCJ8 with comprehensive programmatic data capture as related to the CN programs using the various locally and nationally directed data management systems. Track and report SCJ8 internal fiscal and contractual execution, as well as the complex operations that this execution supports. Assist Governmental program managers throughout the myriad yearly tasks related to planning, programming, budgeting and execution processes for the CN Detection and Monitoring and law enforcement support programs under U.S. law and policy. Specific Subtasks include but are not limited to:
  • Provide data research, analysis, and compilation to meet internal and external data calls for USSOUTHCOM security cooperation and/or CN support to the CN support provided within the CN programs supporting Joint Interagency Task Force – South’s detection and monitoring operations, and law enforcement support for CN operations. Request may stem from senior SOUTHCOM staff, Deputy Assistant Secretary of Defense, Joint Staff, Department of State (Secretarial or Ambassadorial Level), Security Cooperation Offices, Foreign Military (Ministerial level), and Government Accountability Office. Information may be needed quickly, so the information is updated data information ready to publish for all information no later than the previous quarter's activities.
  • Input data into the DASD-CN/SP Web Portal for tracking of contracted and government deliverables within the approved Data base system.
  • Provide periodic updates to the SOUTHCOM staff on overall support provided from within the various programs to US and PN security forces to help shape CN/C-TCO security cooperation/security assistance decisions.
  • Assist in preparation, collection, and packaging of data (briefs/spreadsheets/papers) for yearly USSOUTHCOM J84 events, such as the annual DASD-CN POM and SC CN Program Management Review (PMR).
  • Assist the SCJ84 Governmental Lead in providing data for all periodic reporting requirements requested by DASD-CN/SP, and other agencies as requested by the governmental lead.
  • Serve as key coordination point of contact for management and execution of logistics related to yearly USSOUTHCOM J84 conferences and meetings.
  • Provide financial data obtained from various platform applications utilized by DOD, primarily from GFEBS.
  • Review and maintain accurate Travel utilization of funds in accordance with Joint Travel Regulations (JTR), reporting any discrepancies found during data validation through means of Defense Travel System (DTS).
  • Provide financial and program performance visualizations by use of various data analytical platforms; Microsoft Applications (Excel, PowerPoint, Power BI).
  • Optimize and maintain database legacy systems, ensuring data integrity and collaboration among all platforms are made available upon government lead request.
  • Troubleshoot data-related problems, ensuring network or software solutions are obtained to maintain compliance and continuous operations.
  • Maintain Microsoft Teams real-time collaboration and communication, file data transfer, meetings, and provide access to members within SOUTHCOM entities.
  • Originate, manage, and identify all taskers in Task Management Tool (TMT) under SCJ84, ensure proper responses are recorded and delivered to correspondent entities.
  • Maintain, modify, and develop SharePoint portal applications, data collection systems and internal file archives while ensuring data is easily accessible and in compliance with classification level.
  • Provide auxiliary support to acquisition leads, including assistance in managing awarded contracts and providing consultancy to improve the acquisition process.

Required:

Clearance: Active Top Secret (TS) access with Sensitive Compartmented Information (TS/SCI) eligibility

Degree/Experience:

  • Bachelor’s Degree
    • A bachelor’s degree may be substituted for an associate’s degree and eight (8) years of additional relevant experience or a bachelor’s degree may be substituted for ten (10) years of additional relevant experience.
  • Five (5) years' experience in database design, development, and analysis, DoD joint/combined operations experience, DOD operational planning experience, and comprehensive knowledge of DOD/federal agency CN/C-TOC programs and operations.
  • Familiarity with Inter-Agency (IA) coordination, bi-lateral cooperation agreements, Theater or Geographic Command process experience (USSOUTHCOM AOR experience desired), and Spanish language proficiency.
  • Possess an in-depth understanding of principles and objectives of planning, programming, and budget administration; fiscal law application of related laws, regulations, policies, precedents, methods and techniques of planning, programming, budgeting and execution; planning, programming and funds control for various types of funding appropriations (e.g. Operation and Maintenance (OMA), Investment (Procurement), and Research and Development (R&D), Military Pay and Allowance (MILPAY) within the services for the CN/C-TCO central transfer account
  • Extensive knowledge of Microsoft access, and electronic Microsoft office applications.
  • Thorough knowledge of SECDEF/CJCS/JS to GCC/FCC interactions, directives, and adjudication processes as well as GCC, functional and service components' requirements to coordinate with Department of State (DOS) and other government agencies for whole of government solutions; and Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
  • Ability to travel CONUS and OCONUS, as needed
