We are seeking a Deputy, SAF/IA Country Director Support (Indo-Pacific Division) to serve as the Taiwan Country Director under the Secretary of the Air Force, International Affairs (SAF/IA).

The ideal candidate will be highly organized, capable of multitasking, and possess strong business acumen with effective task management skills. The ability to work under pressure while managing competing priorities is essential.

This role requires expertise in Foreign Military Sales (FMS) case development, programming, and implementation, as well as a strong understanding of Department of Defense (DoD) acquisition policies, regulations, and international affairs. The position will involve high-level coordination with government and military stakeholders, requiring excellent analytical, communication, and leadership skills.

Location: The position is based at the Pentagon or an alternate duty location within the National Capital Region (NCR).

Travel Requirements: The individual will travel both domestically (CONUS) and internationally (OCONUS) as required to support Program Management Reviews (PMRs), interagency meetings, and other SAF/IA support activities.

Security Clearance Requirements: A current and active SECRET clearance is required, Clearance must be obtained prior to the start date and maintained.

Position Duties:

Foreign Military Sales (FMS) Program Management Support - FMS Letter of Offer and Acceptance (LOA) Program Management Assistance Services under FMS LOA Case-Funded Country Director Support.

Responsibilities are:

  • Provide advisory and administrative support to SAF/IARP leadership, including the Division Chief, Deputy Division Chief, Northeast Asia Branch Chief, and Taiwan Country Director.

  • Assist in strategic planning, facilitation, and decision support, including agenda development, briefings, discussions, and action item tracking. This would include support of formal meetings between Department of the Air Force (DAF) personnel and representatives of the Taiwan Air Force (TAF).

  • Prepare, manage, and maintain databases related to Taiwan case development, including status reports and Congressional notifications.

  • Track, input, and update existing databases to support program management efforts.

  • Develop briefings, background papers, and documentation related to SAF/IARP programs with Taiwan.

Advisory and Assistance Support Services – FMS Acquisition Development & Program Management Assistance

Responsibilities are:

  • Conduct face-to-face, telephone, and email interactions with the Taiwan Air Force (TAF), U.S. Government (USG), and U.S. industry personnel to assist in formulating requests for technical information on potential programs with Taiwan, track program proposals during U.S. coordination, and monitor the progress of approved programs.

  • Review, coordinate, and prepare formal responses for the Taiwan Country Director to address inquiries from TAF, Department of the Air Force (DAF), and U.S. industry regarding specific programs and proposals.

  • Provide a monthly status report, FMS Case Status Report and Tracker, and FMS Key Personnel List in accordance with Section 4.0, Deliverables.

  • Support SAF/IA in FMS acquisition and program management by assisting SAF/IARP Division Chief, Deputy Division Chief, Northeast Asia Branch Chief, and the Taiwan Country Director.

  • Participate in Integrated Product Teams (IPTs) as required, analyzing existing challenges, identifying and assessing alternative sustainment and enhancement strategies, providing recommendations, and assisting in defining requirements for future programs.

Political-Military Analysis & Support

Responsibilities are:

  • Provide political-military analysis and program direction as required by SAF/IARP leadership.

  • Participate in senior-level staff meetings with DoD, Department of State (DoS), Defense Security Cooperation Agency (DSCA), U.S. Indo-Pacific Command (USPACOM), Pacific Air Forces (PACAF), and other key stakeholders.

  • Assist the Taiwan Country Director in supporting high-level conferences, meetings, and program reviews in both the U.S. and Taiwan.

  • Conduct program analyses and support decision-making on disclosure of information related to DAF systems capabilities.

  • Draft correspondence, briefings, and reports on current and prospective DAF military programs with Taiwan.

Required:

  • Bachelor’s degree with a preferred emphasis in International Affairs or related field.

  • Current and active SECRET Security Clearance.

  • Minimum of four years of experience in DAF Foreign Military Sales (FMS) case development, programming, and implementation, including experience with DoD acquisition policies, laws, regulations, and guidance. Taiwan or Asia-Pacific FMS experience highly desired.

  • Knowledge of DoD acquisition policies, regulations, and guidance.

  • Understanding of U.S. export control laws and international security cooperation.

  • Understanding of DAF roles, missions, and global partnership strategies.

  • Knowledge and general understanding of security cooperation, international affairs, security assistance, foreign military sales to include the processes, legislation, and players.

  • DODI 1315.20, Military Department Foreign Area Officer Programs.

  • CJCSI 3126.01, Language and Regional Expertise Planning.

  • DAFPD 16-1, International Affairs.

  • AFI 16-109, International Affairs Specialist Program.

  • DAF Global Partnership Strategy.

  • U.S. Export Control laws, regulations, and procedures.

  • DSCA Security Assistance Management Manual (SAMM).

  • International Traffic in Arms Regulations (ITAR) and U.S. Government National Disclosure Policy (NDP).

  • Industry and their relationship to the FMS process.

  • Demonstrated successful performance in FMS case development, programming, and implementation.

  • Strong analytical, organizational, and communication skills.

Highly Desired:

  • Experience with Taiwan or Asia-Pacific FMS programs.

  • Familiarity with F-16 operations, maintenance, logistics, or acquisition.
