Advanced Decision Vectors, LLC (ADV), established in 2009, provides superior program management, program support, strategic planning, and systems engineering to the Federal and Commercial sectors. The FBI is dedicated to protecting U.S. citizens from terrorism, violent crime, espionage, and other national security threats. As part of this mission, the FBI Laboratory Division provides forensic analysis to support criminal and national security investigations. Within this division, the Laboratory Intelligence Unit (LIU) delivers critical intelligence to the FBI and the U.S. Intelligence Community (USIC), including analysis of improvised explosive devices (IEDs), facilitators, and supply chains.

To strengthen these efforts, the FBI established the Terrorist Explosive Device Analytical Center (TEDAC) in Huntsville, Alabama, which forensically examines IEDs used by terrorist networks. The FBI LIU plays a key role in intelligence gathering and dissemination to law enforcement, USIC, and international partners.

This effort seeks highly trained Program Manager/Intelligence Analyst (with an ACTIVE TS/SCI security clearance with CI eligibility) to support the FBI LIU by providing operational intelligence services, including raw and tactical intelligence, threat analysis, and investigative leads. Analysts will contribute to intelligence products, reports, and briefings that enhance national security efforts and support FBI investigations.

Successful candidates must possess expertise in intelligence analysis, data exploitation, and report writing to support the identification and mitigation of threats to U.S. interests both domestically and internationally.

Location: This position is based at Redstone Arsenal, AL, and requires 100% on-site work between 6:00 AM and 6:00 PM local time, with schedules determined by SCIF access and staggered shifts. Only candidates currently residing locally will be considered.

Responsibilities:

In addition to performing deliverables required for an Intelligence Analyst, the Program Manager will:

  • Serve as the responsible representative for the technical and administrative performance of all services required in accordance with this effort.
    • Establish and maintain a technically proficient and professionally capable staff throughout the period of performance.
    • Minimize personnel turnover and promptly onboard new personnel to ensure adequate resource levels needed to meet the requirements of the mission and motivate individuals to achieve excellent and timely performance.
    • Resolve problems with little or no disruption to the activities performed under the SOW.
    • Continually monitor the quality and timeliness of products and services provided under this Requirement throughout the life of the Requirement, collaborating with the COR and/or other designated government representatives in obtaining and delivering feedback on deliverables.
    • Develop an understanding of work expectations, templates, and deliverables to facilitate and deliver baseline training to onboarding/new employees and monitor performance.
    • Ensure every Intelligence Analyst identified to perform work under this mission has a clearly defined role, understands their performance and reporting expectations, and provides weekly status updates to the Program Manager to ensure inclusion in the deliverables’ status reporting.
    • Cultivate a pipeline and bench of cleared resources who can be called upon to fulfill urgent, unusual, or gap resource requirements, such that an individual can be identified and available to assume responsibilities, on a temporary basis, within 48 hours of a request for services.
    • Ensure a technically proficient and professionally capable staff is established and maintained throughout the life of the effort.
    • Address any personnel issues and has authority to do so.
    • Address any issues with deliverables with the Intelligence Analysts and has authority to do so.
    • Identify any risks affecting employee performance and develop and implement mitigation strategies.
    • Determine any quotas for intelligence reports and other documents required, based on flow of information and operational needs and will communicate this through the Government Program Manager to the Program Manager.

Requirements:

    • Bachelor’s degree from a regionally accredited college or university.
    • Required clearance: an ACTIVE TS/SCI security clearance with CI eligibility
    • A minimum of five (5+) years of intelligence analysis work experience in the USIC.
    • Experience and/or familiarity with intelligence requirements and processes.
    • A minimum of three(3+) years of leadership and/or supervisory experience.
    • Strong interpersonal ability, demonstrated by at least three years of experience working on a multi-disciplined team or within a team environment.
    • Strong editorial and grammar skills, demonstrated by at least two years of experience in copyediting, print-publishing, or other writing-heavy responsibilities.
    • At least five years of experience using Microsoft Office Suite products, including MS Word, Excel, PowerPoint.

Strongly Desired:

  • Previous military, law enforcement, or other federal government/non-USIC experience
  • Science or technical background
  • Experience having certified release authority to release and/or disseminate intelligence products.
